Earlier this year, the DNC made South Carolina the first state on the primary schedule.

New Hampshire wanted to remain the first state and said it would still hold the country’s first primary.

Under a Biden-backed plan approved by the DNC earlier this year, South Carolina – and not New Hampshire – will be the first state to hold an approved Democratic primary.

Even though New Hampshire’s primary date has not yet been set, Secretary of State David Scanlan has already said his state will hold the first-in-the-nation primary. That will make it non-compliant with the new DNC calendar, which could cost New Hampshire Democrats party delegates to the national convention next summer.

Joe Biden will not be on the ballot to comply with these rules.

Biden’s campaign manager said, “Biden for President will refrain from submitting a Declaration of Candidacy for the Primary ahead of Friday’s candidate filing deadline for the Primary.”

President Joe Biden will not be on the New Hampshire primary ballot for the 2024 presidential election.

Julie Chavez Rodriguez, Biden’s campaign manager, announced the news in a letter to Raymond Buckley, chairman of the New Hampshire Democratic Party, on Tuesday. Rodriguez cited guidance from the Democratic National Committee that said not to file for a spot on the state’s primary ballot.

“While the president wishes to participate in the Primary, he is obligated as a Democratic candidate for President to comply with the Delegate Selection Rules for the 2024 Democratic National Convention promulgated by the Democratic National Committee,” she wrote. “On October 24, 2023, the Democratic National Committee’s Rules & Bylaws Committee issued guidance urging Democratic campaigns to refrain from placing candidates’ names on the ballot.”

“Biden for President will refrain from submitting a Declaration of Candidacy for the Primary ahead of Friday’s candidate filing deadline for the Primary,” she added.

New Hampshire Secretary Of State David Scanlan said he believes that this is a mistake by Biden.

At least one challenger to Biden is expected to be on the ballot.

WMUR reported:

“I think, personally, I think it’s a mistake he’s not putting his name on the ballot here,” Secretary of State David Scanlan said.

The move was not unexpected because of the Democratic National Party’s attempts to get New Hampshire to relinquish its first-in-the-nation status.

Minnesota Democratic Congressman Dean Phillips is expected to file to have his name on the ballot later this week, but even with the incumbent’s name absent, Buckley said the write-in campaign will be enough to deliver Biden the win in New Hampshire.
